Al Qaeda’s latest video – “An Invitation to Islam” – is an ominous invitation for the “West” and, specifically, the United States to convert to Islam. The audience for this bizarre spectacle are hard-core jihadis, the jihadi-wannabes who lurk on the forums, and, more important, the ulema and imams who have criticized Al Qaeda in the past for not offering Americans the opportunity to convert. The juxtaposition of two murderous egos, heads wrapped in crisp white turbans, inviting Americans to embrace their religion at first appears anachronistic and absurd. However, the invitation to Islam is a significant ritual that dates back to the Companions (Salafis) that opens the door to attack. The video may also signal the emergence of Adam Gadahn as a major operational player.
It was Mohammed’s companion, Omar (later the second Caliph) who said:
"Summon the people to God; those who respond to your call, accept it from them, (This is to say, accept their conversion as genuine and refrain from fighting them) but those who refuse must pay the poll tax out of humiliation and lowliness. (Qur’an 9:29) If they refuse this, it is the sword without leniency. Fear God with regard to what you have been entrusted."
However, the invitation to conversion isn’t a mindless ritual. It’s been a part of the jihadi rules of engagement since Omar’s time. Far from being an empty gesture, it’s an obligation practiced to clear the jihadi from answering for the death of their enemies on the Last Day. Responding to criticism from sympathetic ulema, an invitation to convert has been a part of many of Bin Laden’s statements since 9-11, particularly the statements written for the Western audience.
In this latest video Ayman al-Zawahiri takes the air of a wise elder patiently exhorting Americans to listen to “brother Azzam the American,” and then prays that Americans will listen intently to “brother Azzam” and heed his call to conversion:
Among those who have responded to this noble, divine call is our brother Azzam the American who we ask Allah to count among those in whom is realized the statement of the Truth, Exalted is He, …
“And there are among the People of the Book those who believe in Allah and in the revelation to you and the revelation to them bowing in humility to Allah, They do not sell the signs of Allah for a miserable gain! They have reward with their Lord, and Allah is swift in accounting.” (3:199)
And as our brother Azzam the American talks to you, he talks to you as one concerned about the fate which awaits his people and as a perceptive person who wants to lead his people out of darkness into the light. So listen to him, because what he is talking to you about is serious and significant. He is talking to you about the fate which awaits every human, an extremely grave issue. In which there is no joking, procrastination or backtracking. I ask Allah to open your hearts to benefiting from his words and experience.
Gadahn spends most of the video enumerating all the reasons and justifications for converting to Islam. He justifies his arguments in part by using about a dozen mainstream, left wing criticisms of America and President Bush:
The civilization which perpetrate the Crusades, the Inquisition, and countless other unholy bloodbaths. The civilization which shamelessly brought us lynch laws, Jim Crowe, and a death row where only convicts of certain races are sent. The Civilization that introduced us to the Concentration Camp, extraordinary rendition, and Abu Ghraib and her sisters. The Civilization which enslaved Africa, slaughtered the Native Americans, firebombed Dresden, Tokyo, and Fallujah, and nuked Hiroshima and Nagasaki. The Civilization that shows more concern for the Buddhas of Banyan and the walls of Babylon than it shows for the people of Afghanistan and Iraq. The Civilization that facilitated the establishment of Israel over the dead bodies of the Muslims and upholds and defends its tyranny to this very day.
This isn’t textbook propaganda, the guy appears to believe what he’s saying, and has worked out his arguments. It’s coming from the heart, even as he stiffly reads from the teleprompter (Note: Dr. Z is much better at reading from a script.)
Gadahn mentions academics and pundits by name including the one’s he likes (George Galloway, Robert Fisk, and Seymour Hersh) and those he dislikes (Daniel Pipes, Robert Spencer, Michael Scheuer, Steven Emerson, and yes, even the crusader-in-chief George W. Bush). Then the video ends in a flourish of real good ole’ tyme propaganda that would make Tokyo Rose proud, including a call for American troops to change sides.
I’ve always been reluctant to see any hidden meaning or messages in Al Qaeda’s videos. I’ve seen very little credible evidence that Al Qaeda practices steganography or hides messages “Bible-Code” style in the text of statements or speeches. If anything, they’ve been consistently straightforward in their messages. This one is no exception. It is what it appears to be: an “invitation” to conversion with a bit of hardcore propaganda mixed in.
However, I also see a deeper meaning (unlike a hidden message) in the video. Al Qaeda may have a CONUS plot within weeks (or days) of being operations. Al Qaeda did receive criticism after 9-11 that they had not followed tradition, and this video may be their comprehensive response to that criticism. The audience doesn’t seem to be Americans, because Gadahn says things like this:
Anyone who pays any attention to the messages of the leaders of the Jihad, like Sheikh Osama bin Laden and Sheikh Ayman, may God protect them, or know they have been consistent in inviting the Americans and unbelievers to Islam and impressing upon them that they want the best for them, and making it clear to all that we have no choice but to fight those who fight us.
He knows that Americans aren’t going to be convinced to convert by appealing to the character of Bin Laden and Zawahiri, but it will flatter the right people within the movement, specifically devoted, dedicated ulema.
There’s another (possible) ominous meaning in this video. Zawahiri identifies Gadahn as a leader in the movement, perhaps more than the head of Al Qaeda’s media and propaganda “services.” Recent videos (including the 7/7 memorial video) featured Gadahn as prominently as Zawahiri and Bin Laden. I wonder if they are priming him to take on an operational leadership position? He wouldn’t be the first Al Qaeda ground commander who worked “two jobs.” Both Al-Ayyri and Al-Muqrin supervised the development and distribution of Al Qaeda’s first publications: Voice of Jihad and Al-Battar Training Camp.
Another concern I have has to do with the confidence of the message. It was filmed recently (he mentions the Israel-Lebanon deal), and shows no signs of distress even after the UK uncovered and dismantled the airliner plot. I doubt that they would go forward with a tape like this if something isn’t “in the works.” It may very well be that there is a plot about to go operational within the US, and this tape was made in support those cells. Wouldn’t it be ironic if the next major CONUS attack was planned by a former metal dork from SoCal?
I could be wrong about this; I know that. Ayman al-Zawahiri released a tape on September 19, 2005, that was clearly meant to follow a major attack on oil infrastructure in Saudi Arabia. That attack was thwarted on September 2 , but could have been devastating. Someone within Al Qaeda, possibly Gadahn, decided to run with the tape anyway. The timing for this one is similar, but does it foretell an attack?
My guess is, “Yes.”
